Calif. officers taped using baton, TASER on unarmed suspect

A cell phone video shows San Jose police officers repeatedly using batons and a Taser gun on an unarmed San Jose State student, including at least one baton strike that appears to come after the man is handcuffed, as they took him into custody inside his home last month.

I agree with gotgank, the suspect can still be a threat even though he is unarmed and handcuffed. The video is terrible, especially when the photographer covers the cam with his finger. You can hear the taser, but it sounds like it was arcing, not hitting the suspect.

Taser on an "unarmed" suspect that is resisting is perfectly fine and is what most Dept SOPs call for. If he was "armed", then the use of force continuim goes up accordingly. Baton strikes on a fighting, handcuffed prisoner "may" be necessary. Just because the cuffs go on, doesn't mean the fights over.

Okay, I don't see anything on this video. Not saying it didn't happen, just saying that I hope the department has more evidence than this for hanging their own officers.
