There's no way that the cyclist should be cited for anything...the officer is responsible for ensuring a safe passage way, and considering he was driving on the wrong side of the road, he should have taken more care to ensure that intersection was clear. Running code does not give him the "green light" to ignore potential obstacles.

Who cares if he's running code or not, or if the cyclist was in the wrong. Either way, there was an accident and the officer should have atleast made sure he had gotten medical attention. If a chase ends with the suspect wrapped around a telephone pole, the officer should provide or seek medical attention for the suspect. Why not here?

Looks like he is running code and driving around some cars blocking them. Should have wrote the byclist a fail to yield ticket.
