Dumbest drivers: Blind man with expired license

it is not dumb it is funny to me because this driver actually is blind. i know this because i know this man. he is my grandfather

Only people engaging in commerce require a license. Those who are engaging in travel don't require a license. But were never taught that, it would hurt the states coffers and limit our ticket revenue.
