This dinkus just drives all around with an elaborate video camera set up in his vehicle attempting to get video of officers doing similar things like this. So it isn't a cell phone so he isn't violating that law. Yes here in Michigan we have cell phone use laws, but primarily only have to do with texting. He was just stoked he got video of an officer without their belt on.

Given the anger in the man's voice and the vulgarities as well as the use of a cell phone while driving, he is lucky he was not charged with aggressive driving, failure to exercize due caution and taken to jail. The proper thing to do would have been to meet with the Police Chief if the officer's actions were so beyond the pale. This fellow is the reason folks get hurt. His attention was on the officer instead of his own driving.

What was he saying "Yes!" for at the end? Did he realize he as at Arby's and gets to have his Cheddar Melt? LMAO I have done the same thing while on patrol, just smile and stare. I wonder if they have the no cell phone law? I would have pulled him over for using his phone to record while driving. Props to the officer for keeping his cool, and just driving off and not falling into the trap. Also some states have laws that exempt LE from being required to wear seatbelts.
